In layman's terms, the principal mandates of this legislation are for the Council to: Provide for basic peace officer certification, by establishing and conducting basic academies for all full-time peace officers employed by city, county, or state entities of government, with the exception of approved academy agencies.

The training program also addresses pertinent court decisions from the Pennsylvania Commonwealth, Superior and Supreme Courts, and the United States Supreme Court and other federal courts and explains legal issues directly impacting police procedures and the case preparation process.
The training program will help officers recognize the indicators of criminal and terrorist activity, understand the National Suspicious Activity Reporting Initiative, and develop their ability to appropriately recognize, report, and respond to threats within their community.
Registration is made to the Welcome Center at HACC, along with a tuition payment or a completed permission to bill form. Please be advised that confirmation letters will be faxed to the police departments or other agencies no later than one week prior to the start date of each class.
